Organizational Context

Under the direct supervision of the UNHCR Protection Officer, the incumbent will undertake the following tasks:

Accountability

The Protection Assistant/Interpreter supports the protection unit in designing a comprehensive protection strategy and in providing quality, timely and effective protection responses to persons of concern. He/she may liaise externally with local authorities and partners on correspondence and/or protection issues as guided by the supervisor.
The Protection Assistant/Interpreter also facilitates the involvement of persons of concern with the Office in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners.

Responsibility

? Work in collaboration with UNHCR staff within the protection unit to effectively communicate with the relevant refugee population—including interpretation, translation, contacting refugees and documenting issues of refugees.
? Conduct refugee counselling sessions and reception activities related to protection;
? Help maintain proper documentation of protection electronic and physical files along with updating events in the UNHCR progress database—including filling, printing, scanning, case creation, and case updating;
? Work on protection assignments as directed by supervisor—including occasional missions to support work in the field offices;
? Perform other duties as required.

 

 

 

Authority

? Select persons of concern for preliminary interviews and decide which relevant information to share.
? Enforce integrity in the delivery of protection services by local implementing partners.

Minimum Qualification

• Education: Completion of secondary school. Additional Training courses in protection related issues required
• Minimum of 2 years previous relevant job experience.
• Computer skills (MS Office, including Excel, Word, PowerPoint, Access)
• Language Skills-Excellent written and spoken English, Kinyarwanda and Swahili required. French is recommended.
• Strong computer skills (including MS Office, email, and internet).
• Comfortable working in multi-cultural contexts.
• Ability to conduct interviews, communicate respectfully, problem-solve and organize data.

Desirable Qualification and Competencies

• Knowledge of another official UN language(s) an asset
• Prior exposure to UNHCR refugee operations and functions relating to office administration and programme activities.
