The Senior ProtectionAssistant (Community-Based) is a member of the Protection Unit in a CountryOperation and may report to the Protection Officer, Protection Officer(Community-Based), or another more senior staff member in the Protection Unit.Under the overall direction of the Protection Unit, and in coordination withother UNHCR staff, government, NGO partners and other stakeholders, the SeniorProtection Assistant (Community-Based) works directly with communities ofconcern to identify the risks they face and to leverage their capacities toprotect themselves, their families and communities. The incumbent may havedirect supervisory responsibility for part of the protection and/or supportstaff and supports the application of community-based protection standards,operational procedures and practices in community-based protection delivery atthe field level. To fulfil this role the Senior Protection Assistant(Community-Based) is required to spend a substantial percentage of her/his timeworking outside the office, building and maintaining networks withincommunities of persons of concern. The development and maintenance ofconstructive relationships with persons of concern that measurably impact andenhance protection planning, programming and results forms the core of the workof the Senior Protection Assistant (Community-Based). The incumbent alsosupports the designing of a community-based protection strategy by ensuringthat it is based on consultation with person of concern.

·        Assistfunctional units, the Multi-Functional Team (MFT) and senior management tointegrate participatory and community-based approaches in the overallprotection delivery strategy. 

·        Throughrelationships with persons of concern and network of partners stay abreast ofpolitical, social, economic and cultural developments that have an impact onthe protection environment and provide advice to the protection team.Understand the perspectives, capacities, needs and resources of the persons ofconcern and advice the protection team accordingly, highlighting the specificprotection needs of women and men, children, youth and older persons, personswith disabilities, marginalized groups.

·        Assistin initiatives with host communities to involve national civil society groupsin the protection of persons of concern.


Supportimplementing and operational partners as well as displaced and localcommunities to develop community-owned activities to address, where applicable,the social, educational, psycho-social, cultural, health, organisational andlivelihood concerns as well as child protection and prevention and response toSGBV.

·        Assistin the analysis that identifies the capacities of communities of concern andrisks they face.

·        Supportparticipatory assessments by multifunctional teams and ongoing consultationwith persons of concern.

·        Supportefforts to build the office capacity for community-based protection.

·        Supportcommunities in establishing representation and coordination structures

·        Ensurecommunity understanding of UNHCR's commitment to deliver on accountability andquality assurance in its response.

·        Collectdata for monitoring of programmes and budgets from an AGD perspective.

·        Draftand type routine correspondence, documents and reports using word processingequipment and maintain up-to-date filing systems.

·        Actas interpreter in exchange of routine information, contribute to relatedliaison activities and respond directly to routine queries.

·         Performother relevant duties as required.


·        Assistin the enforcement of participatory AGD sensitive analysis as an essentialbasis for all of UNHCR’s work.

·        InitiateAGD sensitive interventions at the appropriate level on community-basedprotection issues and to respond to protection concerns and incidents withinthe office and with persons and communities of concern based on agreedparameters.

·        Identifywhich individuals or groups to prioritize for counselling and field visitsbased on agreed criteria.

·        Enforcecompliance of implementing partners with global protection policies andstandards of professional integrity in the delivery of protection services.


·        Completionof the Secondary education; Training in International Development, CulturalStudies, Human Rights, International Social Work, Social Science, PoliticalScience, Anthropology, International Law or other clearly related disciplines.

·        JobExperience: Minimum of 4 years previous relevant job experience.

·        Computerskills (MS Office, including Excel, Word, PowerPoint, Access).

·        Fluencyin English and working knowledge of another relevant UN language or locallanguage.

·        Analyticalthinking.

·        Planningand Organizing.
