CONTEXTE OPERATIONNEL

The position is supervised by a professional staffmember who provides the incumbent with general guidance and workplans. Theincumbent works quite independently with an oversight from the supervisor. Theposition may directly supervise some support staff. 

Contacts are mainly with the colleagues in thesame duty station to exchange information and to discuss the work plans.External contacts are with the national and local authorities for gathering andexchange of data.

FUNCTIONAL STATEMENT

Accountability:

·        TheOffice has reliable and up-to-date data on persons of concern.

·        Standardand ad-hoc reports are produced. Trends and patterns of data are analysed andinterpreted.

Authority

·        RepresentUNHCR at the cash-assistance related meetings.

·        Liaisewith internal stakeholders and partners.

·        Developimprovements to the database and related workflows.

·        Directincidents and problems to the supervisor when they cannot be resolved at theirlevel.

DESCRIPTION DES TACHES

·        Managethe use, maintenance and technical support of databases used in the cash basedinterventions.

·        Generatestatistical reports based on the standard reporting formats and ad-hoc reports,charts and tables as required by the management.

·        Prepareand administer accurate lists of beneficiaries for the regular assistancethrough bank ATM/IRIS system in line with the procedures established by theoffice.

·        Assistin developing and administering UNHCR Regular Cash based Intervention database.

·        Assistin the monthly reconciliation and refund process for the cash assistanceproject.

·        Assistin preparing detailed reports and breakdown of the cash assistance provided tothe refugees. 

·        Cross-checkdatabases to ensure that all beneficiaries are active cases.

·        Keepcash lists updated and free of duplications and ensure delivery of cashassistance to beneficiaries in a timely manner.

·        Maintainrelationships with partners to facilitate the flow of information betweendatabases,

·        Assistwith the training of internal staff and partners on how to use the database,

·        Executebest practice in data protection standards and help to positively influenceothers,

·        Troubleshootissues with the database and work with internal teams to provide technicalfixes,

·        Informand act on the reports and messages that are received from various units ondifferent vulnerable cases in respect to financial assistance.

·        Supportin the co-ordination with different IPs, Ops and focal points on lists ofbeneficiaries reflecting situation of cash assistance.

·        Undertakemissions and field visits to bank service provider to monitor the cash project.

·        Undertakeother relevant duties as required.

QUALIFICATIONS REQUISES

·        Completionof the Secondary education with certificate/training in Information Technology& Database Management.

·        JobExperience: Minimum 6 years of previous data managementexperience, preferable in CBI context.

·        Excellentknowledge of computer software and database applications

·        Experiencein Microsoft SQL Server (2005 or later).

·        Fluencyin English and working knowledge of another relevant UN language or locallanguage.

·        Analyticalthinking.

·        Planningand Organizing.

·        Technological Awareness

Autres informations

·        Knowledgeof UNHCR programmes and activities.

·        Experiencein cash-based interventions, particularly in a refugee response context.

·        Workingexperience in C# and ASP.net.

·        Universitylevel course in Computer Science or related fields with components relateddirectly to data management.

·        Workingexperience with statistical software such as R, Python, Stata etc.
